(יב) וַיֹּאמֶר יְהוָה אֶל מֹשֶׁה עֲלֵה אֵלַי הָהָרָה וֶהְיֵה שָׁם וְאֶתְּנָה לְךָ אֶת לֻחֹת הָאֶבֶן וְהַתּוֹרָה וְהַמִּצְוָה אֲשֶׁר כָּתַבְתִּי לְהוֹרֹתָם.
(12) And the LORD said unto Moses: ‘Come up to Me into the mount and be there; and I will give thee the tables of stone, and the law and the commandment, which I have written, that thou mayest teach them.’
(א) כל המצוות שניתנו לו למשה בסיני – בפירושן ניתנו, שנאמר (שמות כד יב): "ואתנה לך את לוחות האבן והתורה והמצוה" – "תורה" זו תורה שבכתב, ו"מצוה" זו פירושה. וצונו לעשות התורה על פי המצוה, ומצוה זו היא הנקראת "תורה שבעל פה".
(1) All the mitzvot that were given to Moshe on Sinai - they were given with their explanation, as it is written: "and I will give thee the tables of stone, and the law and the commandment." (Exodus 24:12) "The Law" - this refers to the written Torah; "the commandment" - this refers to the explanation. And He [HaShem] commanded to do [i.e., perform] the Law according to the commandment. And this commandment - this is called the Torah sheb'al Peh [Oral Law].
(ג) "את לחת האבן והתורה והמצוה אשר כתבתי להורותם" - כל שש מאות ושלש עשרה מצות בכלל עשרת הדברות הן ורבינו סעדיה פירש באזהרות שיסד לכל דבור ודבור מצות התלויות בו
"...the tables of stone, and the law and the commandment, which I have written, that thou mayest teach them". - All of the 613 Mitzvos were included in the Ten Commandments. Rabenu Saadia explained in "Azharos" which of the Mitzvos derive from which of the Ten Commandments.
והתורת. אַחַת בִּכְתָב וְאַחַת בְּעַל פֶּה, מַגִּיד שֶׁכֻּלָּם נִתְּנוּ לְמֹשֶׁה בְּסִינַי (שם):
והתורת AND THE TORAHS… [WHICH GOD GAVE… IN MOUNT SINAI BY THE HAND OF MOSES] — (The plural is used because there are two Torahs:) one in writing and one by word of mouth (the Oral Law). This verse therefore tells us that all (both) of them were given by God to Moses on Sinai (Sifra, Bechukotai, Chapter 8 10).
