ויחנו במדבר. נתנה תורה דימוס פרהסייא במקום הפקר:
1. שאלו נתנה בארץ ישראל, היו אומרים לאומות העולם אין להם חלק בה. לפיכך נתנה במדבר דימוס פרהסייא במקום הפקר, וכל הרוצה לקבל יבא ויקבל.
יכול נתנה בלילה? ת"ל /שמות יט טז/ ויהי ביום השלישי בהיות הבקר;
יכול נתנה בשתיקה? ת"ל /שמות יט טז/ ויהי קולות וברקים;

3. היה ר' אליעזר בנו של ר' יוסי הגלילי אומר: הרי הוא אומר, +שם /תהלים/ קמז יט - כ+ מגיד דבריו ליעקב חוקיו ומשפטיו לישראל לא עשה כן לכל גוי, וכי מה עשו הגוים דווים האלו, שלא רצה ליתן להם את התורה?! משפטים בל ידעום, שלא רצו לקבל שנ' +חבקוק ג ג - ו+ אלוה מתימן יבא וגו' ונוגה כאור תהיה וגו' לפניך ילך דבר וגו' עמד וימודד ארץ ראה ויתר גוים וגו'.
