The following Torah texts address the uniqueness of every human being, the responsibility not to be a bystander when seeing life threatened, and the command to pursue justice.
The Rabbinic texts again address the inviolable value of every human life, the scope of our responsibility when we see wrong being done, whether local or even globally, and the call for creating social mechanisms that provide for the basic needs of both the non-Jewish and Jewish community "for the sake of peace."

(16) Do not deal basely with your countrymen. Do not stand by (profit by) the blood of your fellow: I am the LORD.

(20) Justice, justice shall you pursue, that you may thrive and occupy the land that the LORD your God is giving you.

...in capital cases the witness is answerable for the blood of him [that is wrongfully condemned] and the blood of his descendants [that should have been born to him] to the end of the world.” For so have we found it with Cain that murdered his brother, for it says, “The bloods of your brother cry out” (Gen. 4:10). It doesn’t say, “The blood of your brother”, but rather “The bloods of your brother” meaning his blood and the blood of his descendants. ...Therefore but a single person was created in the world, to teach that if any man has caused a single life to perish from Israel, he is deemed by Scripture as if he had caused a whole world to perish; and anyone who saves a single soul from Israel, he is deemed by Scripture as if he had saved a whole world. Again [but a single person was created] for the sake of peace among humankind, that one should not say to another, “My father was greater than your father”. Again [but a single person was created] to proclaim the greatness of the Holy Blessed One; for humans stamp many coins with one seal and they are all like one another; but the King of kings, the Holy Blessed One, has stamped every human with the seal of the first man, yet not one of them are like another. Therefore everyone must say, “For my sake was the world created.”
Anyone who had the capability to effectively protest the sinful conduct of the members of his household and did not protest, he himself is apprehended for the sins of the members of his household and punished. If he is in a position to protest the sinful conduct of the people of his town, and he fails to do so, he is apprehended for the sins of the people of his town. If he is in a position to protest the sinful conduct of the whole world, and he fails to do so, he is apprehended for the sins of the whole world.
Talmud Yerushalmi, Gittin 33a
We do not prevent the non-Jewish poor from gathering leket, shikh'hah, and pe'ah, on account of "ways of peace". It was taught: a city with non-Jews and Jews, they appoint non-Jewish and Jewish gabbais, and they collect from non-Jews and Jews. They also provide basic necessities for non-Jews and Jews, visit ill non-Jews and Jews, bury non-Jews and Jews and console non-Jewish and Jewish mourners, and they launder the clothes of non-Jews and Jews, on account of "ways of peace".
