מענה אלהי קדם A DWELLING PLACE FOR THE ANCIENT GOD (This must be connected with the preceding): — The skies serve as a dwelling place for the ancient God, i.e. the God Who pre-existed (קדם) all gods, for He selected the skies as His residence and dwelling place, ומתחת AND BENEATH His dwelling place, all the mighty men (men of strong arm, זרוע) dwell.

Rashi on Deuteronomy 33:27:1

Then “the earth opens” (Ibid.) beneath, and mankind “are fruitful with salvation”. “Righteousness springs forth together”: mercy and kindness abound and man’s food is provided, and so joy is added to joy and all worlds are blessed.’ Said R. Aha: ‘Had I come but to hear this, it would have been sufficient.’

Zohar, Vayikra 66:447

“And let the skies pour down righteousness”: since when the heavens receive this rain from the place above, then the skies pour down righteousness. What is meant by “skies” (shehakim)? The place where manna is ground (shahak) for the righteous, where Victory and Majesty grind manna for the place called Righteous, or, rather, for the two Righteous Ones Zaddik and Zedek.

"The darkness of thick clouds covered the water. Rabbi Nechemiah said that the earth only drinks from the waters of the ocean. Rabbi Yehoshua said, 'But aren't the waters of the ocean salty?' Rabbi Nechemiah replied, 'They become sweetened in the clouds.' Rabbi Abba said, 'This is similar to the animals that mix their saliva with each other.' Resh Lakish said, 'Why are they called "clouds"? It is because they mingle with each other.' Rabbi Yochanan said, 'There are miracles in the rain. A person can scoop up a handful of raindrops and not have enough to descend because the drops do not mix…
