AND AARON SHALL BURN THEREON INCENSE OF SWEET SPICES. Along with other spices (besamim). It is possible that the sammim (sweet spices) were the most important ingredient. It is also possible that Scripture mentions sammim (spices) in order to distinguish between the compounds, as one of the compounds consisted only of besamim (spices). It did not contain sammim (sweet spices).

Ibn Ezra on Exodus 30:7:1
