Summary: While many believe the tradition of Korbanot involving animals to remain rampant during the future third Beit HaMikdash, some argue that animal sacrifice is a thing of the past.
(6) Then the LORD your God will circumcise the foreskins of your heart and the hearts of your offspring to love the LORD your God with all your heart and soul, in order that you may live.
According to this Pasuk, the Yetzer Tov will be strengthened in man during the times of Moshiach to such an extent that individuals will be drawn towards Torah rather than physical desires.
(ז) רַבִּי פִּנְחָס וְרַבִּי לֵוִי וְרַבִּי יוֹחָנָן בְּשֵׁם רַבִּי מְנַחֵם דְּגַלְיָא, לֶעָתִיד לָבוֹא כָּל הַקָּרְבָּנוֹת בְּטֵלִין וְקָרְבַּן תּוֹדָה אֵינוֹ בָּטֵל, כָּל הַתְּפִלּוֹת בְּטֵלוֹת, הַהוֹדָאָה אֵינָהּ בְּטֵלָה
(7) Rabbi Pinchas, Rabbi Levi and Rabbi Yochanan [said] in the name of Rabbi Menachem from Gallia: In the time to come, all sacrifices will be annulled - but the sacrifice of thanksgiving will not be annulled. All prayers will be annulled, but the prayer of gratitude will not be annulled.
Since the heart during these times will become 'circumcised,' there will be no desire to sin, so no private sin offerings will need to be brought-- only sacrifices of praise to G-d.
"In the future, the abundance of knowledge will spread to and penetrate even animals...and the "sacrifices" which will then be from Grain, will be as pleasing to G-d as in days of old (when there were animal offerings)"
A primary source for the view that the Third Temple will lack animal sacrifices. Rav Kook believes that when all of humanity becomes enlightened of G-d's power, so will the animals of the world. Therefore, says Rav Kook, we will have no justification to sacrifice anything G-d fearing.
(ב) וידעת היום והשבות אל לבבך וגו'" ולהנתן לעבודתו - כמו שאמר "ולעבדו בכל לבבכם" ואמר "ועבדתם את ה' אלוקיכם" ואמר "ואותו תעבודו" - והיה המנהג המפורסם בעולם כולו שהיו אז רגילים בו והעבודה הכוללת אשר גדלו עליה - להקריב מיני בעלי חיים בהיכלות ההם אשר היו מעמידים בהם הצלמים ולהשתחוות להם ולקטר לפניהם והעבודים והפרושים היו אז האנשים הנתונים לעבודת ההיכלות ההם העשויים לכוכבים (כמו שבארנו) - לא גזרה חכמתו ית' ותחבולתו המבוארת בכל בריאותיו שיצונו להניח מיני העבודות ההם כולם ולעזבם ולבטלם כי אז היה זה מה שלא יעלה בלב לקבלו כפי טבע האדם שהוא נוטה תמיד למורגל; (...) ומפני זה השאיר ית' מיני העבודות ההם
(2) (...) The Israelites were commanded to devote themselves to His service; comp. "and to serve him with all your heart" (ibid. 11:13); "and you shall serve the Lord your God" (Exod. 23:25); "and ye shall serve him" (Deut. 13:5). But the custom which was in those days general among all men, and the general mode of worship in which the Israelites were brought up, consisted in sacrificing animals in those temples which contained certain images, to bow down to those images, and to burn incense before them; religious and ascetic persons were in those days the persons that were devoted to the service in the temples erected to the stars, as has been explained by us. It was in accordance with the wisdom and plan of God, as displayed in the whole Creation, that He did not command us to give up and to discontinue all these manners of service; for to obey such a commandment it would have been contrary to the nature of man, who generally cleaves to that to which he is used; (...) For this reason, God allowed these kinds of service to continue;
Many who argue that animal offerings won't be sacrificed use this excerpt from Maimonides's writings as a primary source. According to this interpretation, animal sacrifices will not be necessary in the times of Moshiach, as times have changed. Not only do religions in this day and age connect to their faiths in ways other than sacrificing animals and idol worship, but during the times of Moshiach, everyone will be aware of G-d's omnipresent existence, causing, in this opinion, animal offerings to become obsolete.
The Ramban, however, takes issue with this Rambam, arguing that animal offerings predated idolatry, as both Hevel and Noach offered to G-d. Rather, answered Nachmonides, animal offerings allowed a sinner to use an animal to replace him in punishment, causing him to reflect upon his own mortality and result in Teshuva.
(כג) לֹ֤א הֶעֱבַדְתִּ֙יךָ֙ בְּמִנְחָ֔ה וְלֹ֥א הוֹגַעְתִּ֖יךָ בִּלְבוֹנָֽה׃
(23) I have not burdened you with meal offerings, Nor wearied you about frankincense.
(ב) לא העבדתיך. הוא לא אמרתי לך להקריב לך חובה אלא נדבה:
G-d did not ask me to sacrifice to Him; rather, [He allows me to sacrifice] as charity.
Rashi, in line with the above Rambam, explains that it was not originally G-d's wish to be sacrificed to, but it was the Jews' choice to do so since other nations around them sacrificed to their gods. The Jews wished to anoint a king for similar reasons.
(ו) וְגָ֤ר זְאֵב֙ עִם־כֶּ֔בֶשׂ וְנָמֵ֖ר עִם־גְּדִ֣י יִרְבָּ֑ץ וְעֵ֨גֶל וּכְפִ֤יר וּמְרִיא֙ יַחְדָּ֔ו וְנַ֥עַר קָטֹ֖ן נֹהֵ֥ג בָּֽם׃ (ז) וּפָרָ֤ה וָדֹב֙ תִּרְעֶ֔ינָה יַחְדָּ֖ו יִרְבְּצ֣וּ יַלְדֵיהֶ֑ן וְאַרְיֵ֖ה כַּבָּקָ֥ר יֹֽאכַל־תֶּֽבֶן׃ (ח) וְשִֽׁעֲשַׁ֥ע יוֹנֵ֖ק עַל־חֻ֣ר פָּ֑תֶן וְעַל֙ מְאוּרַ֣ת צִפְעוֹנִ֔י גָּמ֖וּל יָד֥וֹ הָדָֽה׃ (ט) לֹֽא־יָרֵ֥עוּ וְלֹֽא־יַשְׁחִ֖יתוּ בְּכָל־הַ֣ר קָדְשִׁ֑י כִּֽי־מָלְאָ֣ה הָאָ֗רֶץ דֵּעָה֙ אֶת־ה' כַּמַּ֖יִם לַיָּ֥ם מְכַסִּֽים׃
(6) The wolf shall dwell with the lamb, The leopard lie down with the kid; The calf, the beast of prey, and the fatling together, With a little boy to herd them. (7) The cow and the bear shall graze, Their young shall lie down together; And the lion, like the ox, shall eat straw. (8) A babe shall play Over a viper’s hole, And an infant pass his hand Over an adder’s den. (9) In all of My sacred mount Nothing evil or vile shall be done; For the land shall be filled with devotion to the LORD As water covers the sea.
These excerpts from Isaiah suggest drastic changes to the food chain during the times of Moshiach, noting how the lion and ox will become herbivores. Many arguing for solely plant-based sacrifices in the Third Temple interpret these verses to call for an end to eating meat entirely during those times.
(3) To do what is right and just Is more desired by the LORD than sacrifice.
We are often taught that Hashem doesn't "need" our sacrifices and prayers, an argument used by this point of view against future animal sacrifices.
Here are just a few:
(א) הַמֶּלֶךְ הַמָּשִׁיחַ עָתִיד לַעֲמֹד וּלְהַחְזִיר מַלכוּת דָּוִד לְיָשְׁנָהּ לַמֶּמְשָׁלָה הָרִאשׁוֹנָה. וּבוֹנֶה הַמִּקְדָּשׁ וּמְקַבֵּץ נִדְחֵי יִשְׂרָאֵל. וְחוֹזְרִין כָּל הַמִּשְׁפָּטִים בְּיָמָיו כְּשֶׁהָיוּ מִקֹּדֶם. מַקְרִיבִין קָרְבָּנוֹת. וְעוֹשִׂין שְׁמִטִּין וְיוֹבְלוֹת כְּכָל מִצְוָתָן הָאֲמוּרָה בַּתּוֹרָה. וְכָל מִי שֶׁאֵינוֹ מַאֲמִין בּוֹ. אוֹ מִי שֶׁאֵינוֹ מְחַכֶּה לְבִיאָתוֹ. לֹא בִּשְׁאָר נְבִיאִים בִּלְבַד הוּא כּוֹפֵר. אֶלָּא בַּתּוֹרָה וּבְמשֶׁה רַבֵּנוּ.
(1) The King Messiah will arise and re-establish the monarchy of David as it was in former times. He will build the Sanctuary and gather in the dispersed of Israel. All the earlier statutes will be restored as they once were. Sacrifices will be offered, the Sabbatical and Jubilee years will be observed, as commanded in the Torah. Anyone who does not believe in him or one who does not anticipate his coming not only denies the Prophets, but also the Torah and Moses our Teacher.
Those who refute the claims against animal sacrifices in the times of Moshiach prove that the Rambam did, in fact, argue that we will indeed offer animals to G-d, as he writes in the Mishna Torah. According to this opinion, this excerpt from the Mishna Torah and the one from Moreh Nevuchim don't contradict one another. The Rav Soloveitchik, who agrees with this Mishna Torah, notes in his work "The Halakhic Mind" that the Jewish People have in general ignored many of the Rambam's rationalizations in Moreh Nevuchim, including the previous excerpt.
Another Nevuah that indeed suggests the continuation of sacrifices as they were in past Temples.
כשם שמעשיה מעשה בהמה כך קרבנה מאכל בהמה
Just as her actions were the actions of an animal, so too her offering is animal food.
We learn that a Sotah offering is indeed made up of frankincense and animal food, rather than offering a whole animal, in order to demean her. This particular sacrifice, according to Rav Kook, might actually return to the Third Temple. However, if we look towards the previous excerpt from Devarim, the continuation of the Sotah process in the future is worth questioning, due to the "circumcising" of our hearts, i.e., the ridding of sinful acts.
