One possible reason that the "active" bits of the blessing formula at the beginning and end are bracketed (so that one just says Baruch etc etc, not Baruch atah Adonai, etc etc) is that much of the same ground has been covered during this part of the Maariv evening service. Thus some might feel that while it's OK to repeat the same sentiments, if you've already said the evening prayer blessings, you shouldn't needlessly repeat God's Name - a very familiar rabbinic preoccupation.
It might also be that this "active" bit is taken out because some consider it inappropriate to formally address God while lying down or in a state of undress.
This is the relevant prayer from Maariv, said after the Shema and before the recitation of the Amidah. It is also included (with or without the "active" bits) in many versions of the bedtime liturgy:
(ב) הַשְׁכִּיבֵֽנוּ ה' אֱלֹקֵֽינוּ לְשָׁלוֹם וְהַעֲמִידֵֽנוּ מַלְכֵּֽנוּ לְחַיִּים.

Here's the passage from Brachot 60b, so you can see the text in its original context. Note the parallel structure of the prayer before sleep and the final section given here, the prayer after washing your face:

When one awakens, one recites:
"My God, the soul You have placed within me is pure.
You formed it within me,

Upon hearing the sound of the rooster, one should recite: "Blessed…Who gave the heart [sekhvi] understanding to distinguish between day and night."
Upon opening his eyes, one should recite: "Blessed…Who gives sight to the blind."

[a whole sequence of blessings follows - upon wearing clothes, standing upright, having shoes, putting on tallit and tefillin, etc. Then the Talmud continues:]
Upon ritually washing one's hands: Blessed…Who has made us holy through practice, commanding us to raise up our hands.

Blessed…Who removes the bands of sleep from my eyes and slumber from my eyelids.
And may it be Your will, [!!!!] my God, to accustom me in Your Torah,
attach me to Your mitzvot, and lead me not into transgression,

Bend my evil inclination to be subservient to You,
and distance me from an evil person and an evil acquaintance.
Help me attach myself to the good inclination and to a good friend in your world.

5. Additional scriptural selections for meditation now follow. Different prayerbook traditions suggest different texts, some texts being more universally recommended than others. Presumably the idea is that you fall asleep somewhere in the midst of reciting all of these.
Of particular interest to me is the instruction to repeat certain phrases three times - what in Sanskrit is called a mantra: "sacred message or text, charm, spell, counsel," literally "instrument of thought," related to manyate "thinks," from PIE root *men- (1) "to think." https://www.etymonline.com/word/mantra

Some also add the great mystical poem Ana b'Koach, an acrostic alluding to God's 42-letter name. In addition to saying the whole prayer, there is a practice to then repeat the line pertaining to that day (first line on Saturday night aka Day 1 / Sunday; second line on Sunday night / Day 2 / Monday, etc) three times. Conclude with the line "Baruch shem kavod..." - which is the response to hearing God's Name - in a whisper.

Some add this kavana before reciting psalm 91, a psalm of protection which is also, by the way, used to accompany the casket to the grave at a traditional Jewish funeral:
When you lie down, do not fear; lie down and let your sleep be pleasant.
Guard me as the pupil of your eye; hide me in the shadow of your wings.
I lay down and I will sleep; awaken me [again] for G·d, I rely upon You.
In Your Hands I deposit my Soul. Redeem me, L·rd, G·d of Truth.

Psalm 91
He who sits in the shelter of the Supreme One, in the Shadow of the L·rd will he dwell. I say to the L·rd "You are my refuge and my fortress, my L·rd; I will trust in Him."
For He will save you from the ensnaring trap, from destructive pestilence.
With his pinion will he cover you, and under His wings you will be protected. His truth is shield & armor.
You shall not be afraid of the terror of night, [nor] of the arrow that flies by day. [Not] from pestilence that walks in the dark, [nor] from a destroyer that damages at noonday.
A thousand will encamp at your [left] side and ten-thousand by your right & to you they will not come near.
Only with your eyes you shall glimpse, seeing the retribution of the wicked.
Because [you said] "You, L·rd, are my refuge" you have made the Supreme G·d your abode.
No evil shall befall you, nor any plague come to your dwelling.
For He has instructed His angels regarding you, to protect you in all your ways.
On palms they will carry you, lest you stub your foot on a stone.

In concealment You dwell, Most High; Almighty, You linger in the shadow.
I say to You YAH (YHVH) You are both my safe haven, My bastion holding me.

You cover me under Your shelter. You keep me safe under Your wings. I am protected by Your truth. (I am assured by You.)
Do not panic facing night’s terror, a bullet shot in broad daylight, a blight creeping in the murky dark, a wasting plague at high noon.
You will not be harmed though a thousand fall near you, a myriad at your right hand.
You just look steadfastly ahead and you will see how malice will get its rebuke.
Yes, You, YHVH are my defense. I am at home with You, high beyond reach.
(You assure me:) No mishap will befall you. Your tent will be safe from harm. Angels are appointed to care and watch over you wherever you are. They will bear you high on their hands. You will not strike your foot against a stone. Snakes and wildcats will avoid you. Lions and serpents will get out of your way.
(You assure me:) Because you long for Me I will rescue you. I will raise you up because you know My Name. When you call Me I will answer you. I will free you and esteem you.
I will make you content with your life span and I will have you witness how I bring deliverance.
Still awake? Some now add the following: psalm 128, followed by Adon Olam, and then the first 4 psalms of the Book of Psalms. If you can get through all this and still be awake, you either have epic powers of clarity, or a serious case of insomnia.
