(6) So keep them and carry them out, for that is your wisdom and discernment to the eyes of other nations, who on hearing of all these laws will say, “Surely, that is a wise and discerning nation, that great people.” (7) For what is a great nation? One that has God close to it, as Hashem, our God, is, whenever we call upon Him? (8) And what is a great nation? One that has righteous laws and social ordinances as all this Torah that I set before you this day? (9) But take utmost care and watch yourselves carefully, so that you do not forget the things that you saw with your own eyes and so that they do not fade from your heart as long as you live. And make them known to your children and to your children’s children: (10) The day you stood before Hashem, your God, at Chorev, when Hashem said to me, “Gather the people to Me, that I may let them hear My words, in order that they may learn to revere Me as long as they live on earth, and may so teach their children.” (11) You came forward and stood beneath the mountain. The mountain was ablaze with flames to the heart of the heavens, darkness, clouds and dense darkness. (12) Then God spoke to you out of the midst of the fire; you heard the voice of words but saw no shape—only a voice. (13) He made known to you His covenant that He commanded you to fulfill, the Ten statements; and He inscribed them on two tablets of stone.
(6) I opened myself for my Beloved, but my Beloved had turned and gone. My soul left me when He spoke. I sought, but found him not; I called, but he did not answer.

§ Rabbi Simlai taught: There were 613 mitzvot stated to Moshe in the Torah, consisting of 365 prohibitions corresponding to the number of days in the solar year, and 248 positive mitzvot corresponding to the number of a person’s limbs. Rav Hamnuna said: From which verse is this alluded to? It is written: “Moshe commanded to us the Torah, an inheritance of the congregation of Jacob” (Deuteronomy 33:4). The word Torah, in terms of its numerical value [gimatriyya] is 611, the number of mitzvot that were received and taught by Moses our teacher. In addition, there are two mitzvot: “I am Hashem, your God” and: “You shall have no other gods” (Exodus 20:2, 3), the first two of the Ten Commandments, that we heard from the mouth of the Almighty, for a total of 613.
ר' ישמעאל אומר כללות נאמרו בסיני ופרטות באהל מועד ור' עקיבא אומר כללות ופרטות נאמרו בסיני ונשנו באהל מועד ונשתלשו בערבות מואב
Rabbi Yishmael says: General statements were said at Sinai, i.e., Moses received general mitzvot at Sinai, including the Ten Commandments. And the details of the mitzvot, e.g., the particulars of the sacrificial process, were said to Moses at a later time in the Tent of Meeting. And Rabbi Akiva says: Both general statements and the details of mitzvot were said at Sinai and later repeated in the Tent of Meeting, and reiterated a third time by Moses to the Jewish people in the plains of Moab, as recorded in the book of Deuteronomy.
Rabbi Chananya ben Akashya says: The Holy One, Blessed be He, sought to confer merit upon the Jewish people; therefore, He increased for them Torah and mitzvot, as each mitzva increases merit, as it is stated: “It pleased Hashem for the sake of His righteousness to make the Torah great and glorious” (Isaiah 42:21). God sought to make the Torah great and glorious by means of the proliferation of mitzvot.
(ה) אך הסדרים והגבולות האלה הנה הם כלל המצות העשין והלאוין אשר כל א׳ מהם מכוונת אל תכלית הקנות באדם והעצים בו א׳ ממדריגות המעלה האמיתית שזכרנו והסרת א׳ מעניני החשך והחסרונות ע״י פועל המ״ע ההיא או המניעה מן הל״ת ואולם פרט המצות כלם וכן פרטי כל מצוה ומצוה הנה הם מיוסדים על אמתת מציאותו וענינו של האדם בכל בחינותיו ואמתת עניני השלימות המצטרכים כל דבר בתנאיו וגבוליו מה שצריך להשלמתו. ואמנם החכמה העליונה שיודעת כל זה לאמתו ויודעת כל עניני הברואים כלם ושימושיהם כמו שבראתם באמת השקיפה על הכל וכללה כל המצטרך במצות שצונו בתורתו וכמו שכתוב ויצונו לעשות את כל החוקים וכו׳ לטוב לנו וכו׳:
(5) And these parameters and limits are the sum of the commandments - the positive and negative commandments - each one of which is intended to acquire and internalize one of the levels of true distinction for man that we mentioned, or to remove one of the matters of darkness or deficiencies, by way of doing that positive commandment or by refraining from the negative commandment. However the details of all of the commandments - and likewise the details of each and every commandment - are based upon [man's] true existence and makeup in all of his characteristics and the true matters of perfection that are required, every matter according to its conditions and its limits that are required for its perfection. Truly the Supreme Wisdom - that knows all of this completely and knows all the matters of the creatures and their uses as It truly created them - observed everything and gathered everything that was required for the commandments that It commanded in His Torah. And [this is] as it is written (Deuteronomy 6:24), "And He commanded us to do all of these statutes, etc. for our good, etc."
(א) עַל שִׁשָּׁה דְּבָרִים נִצְטַוָּה אָדָם הָרִאשׁוֹן. עַל עֲבוֹדָה זָרָה. וְעַל בִּרְכַּת הַשֵּׁם. וְעַל שְׁפִיכוּת דָּמִים. וְעַל גִּלּוּי עֲרָיוֹת. וְעַל הַגֵּזֶל. וְעַל הַדִּינִים. אַף עַל פִּי שֶׁכֻּלָּן הֵן קַבָּלָה בְּיָדֵינוּ מִמּשֶׁה רַבֵּנוּ. וְהַדַּעַת נוֹטָה לָהֶן. מִכְּלַל דִּבְרֵי תּוֹרָה יֵרָאֶה שֶׁעַל אֵלּוּ נִצְטַוָּה. הוֹסִיף לְנֹחַ אֵבֶר מִן הַחַי שֶׁנֶּאֱמַר (בראשית ט, ד) "אַךְ בָּשָׂר בְּנַפְשׁוֹ דָמוֹ לֹא תֹאכֵלוּ". נִמְצְאוּ שֶׁבַע מִצְוֹת. וְכֵן הָיָה הַדָּבָר בְּכָל הָעוֹלָם עַד אַבְרָהָם. בָּא אַבְרָהָם וְנִצְטַוָּה יֶתֶר עַל אֵלּוּ בְּמִילָה. וְהוּא הִתְפַּלֵּל שַׁחֲרִית. וַיִּצְחָק הִפְרִישׁ מַעֲשֵׂר וְהוֹסִיף תְּפִלָּה אַחֶרֶת לִפְנוֹת הַיּוֹם. וְיַעֲקֹב הוֹסִיף גִּיד הַנָּשֶׁה וְהִתְפַּלֵּל עַרְבִית. וּבְמִצְרַיִם נִצְטַוָּה עַמְרָם בְּמִצְוֹת יְתֵרוֹת. עַד שֶׁבָּא משֶׁה רַבֵּנוּ וְנִשְׁלְמָה תּוֹרָה עַל יָדוֹ:
(1) Adam, the first man, was commanded with six commandments: 1) idolatry, 2) “blessing” (euphemistically) the Name (of G-d), 3) murder, 4) illicit sexual relations, 5) thievery and, 6) establishing a system of justice. Even though all of these have been received as a Tradition from Moses our Teacher and we can understand the rationale for them, nevertheless, from (verses in) the Torah (we learn that) it was these that they were commanded. A seventh commandment forbidding the eating of a limb torn from a live animal was added for Noah, as it says, “Even flesh, life is in the blood, do not eat of it” (Genesis 9:4). These commandments were universally applicable - until Abraham. With Abraham, circumcision was also commanded and he prayed Shacharis (the Morning Prayer). Isaac separated out a tithe and added another prayer in the afternoon and, with Jacob, the prohibition against eating the sciatic nerve was added, as was the Maariv (Evening) Prayer. In Egypt, Amram was commanded with other precepts82I do not know which. and, with Moses our Teacher, the Torah was completed.
