(יט) לֹא־תַטֶּ֣ה מִשְׁפָּ֔ט לֹ֥א תַכִּ֖יר פָּנִ֑ים וְלֹא־תִקַּ֣ח שֹׁ֔חַד כִּ֣י הַשֹּׁ֗חַד יְעַוֵּר֙ עֵינֵ֣י חֲכָמִ֔ים וִֽיסַלֵּ֖ף דִּבְרֵ֥י צַדִּיקִֽם׃ (כ) צֶ֥דֶק צֶ֖דֶק תִּרְדֹּ֑ף לְמַ֤עַן תִּֽחְיֶה֙ וְיָרַשְׁתָּ֣ אֶת־הָאָ֔רֶץ אֲשֶׁר־יְהוָ֥ה אֱלֹהֶ֖יךָ נֹתֵ֥ן לָֽךְ׃ (ס) (כא) לֹֽא־תִטַּ֥ע לְךָ֛ אֲשֵׁרָ֖ה כָּל־עֵ֑ץ אֵ֗צֶל מִזְבַּ֛ח יְהוָ֥ה אֱלֹהֶ֖יךָ אֲשֶׁ֥ר תַּעֲשֶׂה־לָּֽךְ׃ (ס)
(19) You shall not judge unfairly: you shall show no partiality; you shall not take bribes, for bribes blind the eyes of the discerning and upset the plea of the just. (20) Justice, justice shall you pursue, that you may thrive and occupy the land that the LORD your God is giving you. (21) You shall not set up a sacred post—any kind of pole beside the altar of the LORD your God that you may make—
צדק צדק תרדף JUSTICE, JUSTICE SHALT THOU PURSUE — go to (search after) a reliable court (Sifrei Devarim 144:14; Sanhedrin 32b).
צדק צדק תרדוף. When you are about to put this legislation into practice, the party in charge of appointing such judges is told by Moses to select only those who are already known for their sense of fair play and righteousness. He will have to look for such people all over the tribe. If potential judges do not have all the qualifications which are desirable in a judge, this qualification of fairness is the overriding quality all must possess.
צדק צדק תרדוף, “Justice, Justice, you are to pursue;” here too the Torah addresses the litigants.

Justice, justice Scripture addresses the litigants. The word appears twice: because one must pursue justice, whether it be to one’s gain, or to one’s loss; or the repetition denotes “time after time” — all the days of your life; or for emphasis.

Justice, justice shall you pursue...and the reason it is repeated is to say that not only do judges need to judge the nation with justice and righteousness, but so to do you need to always pursue justice in order to get to a level like the great sages.
