(11) יהוה spoke to Moses, saying: (12) When you take a census of the Israelite men according to their army enrollment, each shall pay יהוה a ransom for himself on being enrolled, that no plague may come upon them through their being enrolled. (13) This is what everyone who is entered in the records shall pay: a half-shekel by the sanctuary weight—twenty gerah s to the shekel—a half-shekel as an offering to יהוה. (14) Everyone who is entered in the records, from the age of twenty years up, shall give יהוה’s offering: (15) the rich shall not pay more and the poor shall not pay less than half a shekel when giving יהוה’s offering as expiation for your persons. (16) You shall take the expiation money from the Israelites and assign it to the service of the Tent of Meeting; it shall serve the Israelites as a reminder before יהוה, as expiation for your persons.

The great shofar will be sounded, and the still small voice shall be heard. Angels will be alarmed, seized with fear and trembling, declaring, "This very day is the Day of Judgment"— for even the hosts of heaven shall be judged; no ones is innocent in your sight. All that lives shall pass before You like a flock of sheep. As a shepherd examines his flock, making each sheep pass under his staff, so You will review and number and count judging each living being, determining the fate of everything in creation, inscribing their destiny.

On Rosh Hashanah it is inscribed, and on Yom Kippur it is sealed - how many shall pass away and how many shall be born, who shall live and who shall die, who in good time, and who by an untimely death, who by water and who by fire, who by sword and who by wild beast, who by famine and who by thirst, who by earthquake and who by plague, who by strangulation and who by lapidation, who shall have rest and who wander, who shall be at peace and who pursued, who shall be serene and who tormented, who shall become impoverished and who wealthy, who shall be debased, and who exalted. But repentance, prayer and righteousness avert the severity of the decree.

(25) The silver of those of the community who were recorded came to 100 talents and 1,775 shekels by the sanctuary weight: (26) a half-shekel a head, half a shekel by the sanctuary weight, for each one who was entered in the records, from the age of twenty years up, 603,550 men. (27) The 100 talents of silver were for casting the sockets of the sanctuary and the sockets for the curtain, 100 sockets to the 100 talents, a talent a socket. (28) And of the 1,775 shekels he made hooks for the posts, overlay for their tops, and bands around them.

(4) Afterward, Joash decided to renovate the House of the LORD. (5) He assembled the priests and the Levites and charged them as follows: “Go out to the towns of Judah and collect money from all Israel for the annual repair of the House of your God. Do it quickly.” But the Levites did not act quickly. (6) The king summoned Jehoiada the chief and said to him, “Why have you not seen to it that the Levites brought the tax imposed by Moses, the servant of the LORD, and the congregation of Israel from Judah and Jerusalem to the Tent of the Pact?” (7) For the children of the wicked Athaliah had violated the House of God and had even used the sacred things of the House of the LORD for the Baals. (8) The king ordered that a chest be made and placed on the outside of the gate of the House of the LORD. (9) A proclamation was issued in Judah and Jerusalem to bring the tax imposed on Israel in the wilderness by Moses, the servant of God. (10) All the officers and all the people gladly brought it and threw it into the chest till it was full.

On the first of Adar they make a public announcement about the shekels and concerning kilayim. On the fifteenth: they read the Megillah [Esther] in walled cities, and they fix the roads and the streets and the ritual water baths, and they perform all public duties, and they mark the graves, and [messengers] go forth also concerning kilayim.
Since starting from and during the month of Nisan, public offerings must be brought from the new collections of half-shekels, it is necessary to make the collection in the preceding month, i.e., in Adar. Therefore, they advance the reading of Shekalim, and they read it on the first of Adar, in order that the people will be reminded to bring the half-shekels to the Temple in good time.
R. Yaakov Yosef of Pollone (1710-1784)
The reason for the mitzvah to give half a shekel is offered by R. Solomon Alkabez, cited by the Alsheikh, as follows:
It was intended to teach the children of Israel the importance of unity, that no one should ever think that he ought to be seperate from his fellow man. Rather, he should view himself as being merely half a person, and only after joining all other Jews does he become complete. Therefore, everyone gives half a shekel…
The commentaries wrote, concerning Haman’s statement to King Ahasuerus that there is a certain people scattered and dispersed among the peoples (Esther 3:8), that the Jews are a people divided and therefore easily conquered. Therefore did Esther cry out through Mordecai, God, gather together all the Jews (Esther 4:16), meaning: in order to repair the divisiveness gather them together, in unity.
That is why the Torah commanded that everyone give half a shekel each year as ransom for the soul (Exod. 30:12). For this sin of divisiveness was not yet corrected, not until Elijah the prophet will come, who shall turn the heart of the fathers to the children, and the heart of the children to their fathers (Mal. 3:24). The second Temple was destroyed in punishment for baseless hatred, until God will send Elijah the prophet to repair this sin.
Hence the need to inspire the people on the first day of the month of Adar, before reading of Esther, by giving half a shekel each, to inspire and arouse themselves to correct this sin, just as Esther sought to repair it when she sensed that the time was appropriate for it.
Michael Fishbane
With the destruction of the Second Temple and the end of sacrifices (in 70 C.E.), the special Torah reading for Shabbat Shekalim was recited “in remembrance” (le-zekher) of the Temple. This annual occasion was used to solicit charity in support of Jewish religious and physical existence. The fact that on this particular gift of people shall “take a census” (tissa’ ‘et ro’sh) of themselves (Exod. 30:12) and “the rich shall not pay more and the poor shall not pay less than half a shekel” (v.15) meant that a common commitment and obligation were assumed of all members of the Jewish community. Moreover, just as old rabbinic homilies had hinted that the sacred donation of shekalim offset the sin of idolatry (with the Golden Calf), such that God would “account” (tissa’) the merit of the people and “forgive” them (tissa’), so the annual occasion of Shabbat Shekalim came to mark an ongoing hope (in the absence of the Temple) that charity might serve as a sacrificial substitution- as a gift leading to religious renewal and divine forgiveness. Later Hasidic masters went further and taught that such gifts may serve as a means of “raising” (tissa’) the donor to a higher plane of spiritual consciousness.
Rabbi Shefa Gold
The half-shekel is called “a ransom for your soul,” for your soul is truly in danger if you do not consciously contribute to this Mishkam of community and acknowledge the equal value of each and every one of us. We can only build this holy place together. And we cannot sustain a spiritual practice that is blind to out interdependency with all of life.
The half-shekel we contribute is a reminder of the truth of our interdependency. Giving it consciously, we are saying, “Count me in!” Just by being alive and present I become an integral part of this glorious community. My half-shekel redeems me form the illusion of separation. The blessing of the half-shekel is that it saves from inflation and self-importance…. After all it’s only a half-shekel, only a miniscule part of the whole. And the blessing of the half-shekel saves from the invisibility or demeaning of my self-worth…after all my contribution is of equal value to everyone else’s, and the Mishkan could not be held together without it.
