Overview of Sefer Devarim

~ Devarim, or Deuteronomy, is written in a very different style than the rest of the Torah. It is in first person, whereas the rest of the Torah is written mainly in the third person. However, there are specific third person moments through the book, making it a collection of speeches by Moshe.

(1) These are the words that Moses addressed to all Israel on the other side of the Jordan.—Through the wilderness, in the Arabah near Suph, between Paran and Tophel, Laban, Hazeroth, and Di-zahab, (2) it is eleven days from Horeb to Kadesh-barnea by the Mount Seir route. — (3) It was in the fortieth year, on the first day of the eleventh month, that Moses addressed the Israelites in accordance with the instructions that ה' had given him for them, (4) after he had defeated Sihon king of the Amorites, who dwelt in Heshbon, and King Og of Bashan, who dwelt at Ashtaroth [and] Edrei. (5) On the other side of the Jordan, in the land of Moab, Moses undertook to expound this Teaching. He said: (6) Our God ה' spoke to us at Horeb, saying: You have stayed long enough at this mountain. (7) Start out and make your way to the hill country of the Amorites and to all their neighbors in the Arabah, the hill country, the Shephelah, the Negeb, the seacoast, the land of the Canaanites, and the Lebanon, as far as the Great River, the river Euphrates. (8) See, I place the land at your disposal. Go, take possession of the land that ה' swore to your fathers Abraham, Isaac, and Jacob, to assign to them and to their heirs after them.

(40) Observe God’s laws and commandments, which I enjoin upon you this day, that it may go well with you and your children after you, and that you may long remain in the land that your God ה' is assigning to you for all time. (41) Then Moses set aside three cities on the east side of the Jordan (42) to which [a man] who has killed someone could escape, one who unwittingly slew another without having been an enemy in the past; he could flee to one of these cities and live: (43) Bezer, in the wilderness in the Tableland, belonging to the Reubenites; Ramoth, in Gilead, belonging to the Gadites; and Golan, in Bashan, belonging to the Manassites. (44) This is the Teaching that Moses set before the Israelites: (45) these are the decrees, laws, and rules that Moses addressed to the people of Israel, after they had left Egypt, (46) beyond the Jordan, in the valley at Beth-peor, in the land of King Sihon of the Amorites, who dwelt in Heshbon, whom Moses and the Israelites defeated after they had left Egypt. (47) They had taken possession of his country and that of King Og of Bashan—the two kings of the Amorites—which were on the east side of the Jordan (48) from Aroer on the banks of the wadi Arnon, as far as Mount Sion, that is, Hermon; (49) also the whole Arabah on the east side of the Jordan, as far as the Sea of the Arabah, at the foot of the slopes of Pisgah. (1) Moses summoned all the Israelites and said to them: Hear, O Israel, the laws and rules that I proclaim to you this day! Study them and observe them faithfully! (2) Our God ה' made a covenant with us at Horeb.

(16) Your God ה' commands you this day to observe these laws and rules; observe them faithfully with all your heart and soul. (17) You have affirmed this day that ה' is your God, in whose ways you will walk, whose laws and commandments and rules you will observe, and whom you will obey. (18) And ה' has affirmed this day that you are, as promised, God’s treasured people who shall observe all the divine commandments, (19) and that [God] will set you, in fame and renown and glory, high above all the nations that [God] has made; and that you shall be, as promised, a holy people to your God ה'. (1) Moses and the elders of Israel charged the people, saying: Observe all the Instruction that I enjoin upon you this day. (2) As soon as you have crossed the Jordan into the land that your God ה' is giving you, you shall set up large stones. Coat them with plaster

~ The description of the ceremony and the tochechot are a clear end of the second and main speech, ending it. Another speech begins in 29:1.

(68) ה' will send you back to Egypt in galleys, by a route which I told you you should not see again. There you shall offer yourselves for sale to your enemies as male and female slaves, but none will buy. (69) These are the terms of the covenant which ה' commanded Moses to conclude with the Israelites in the land of Moab, in addition to the covenant which was made with them at Horeb. (1) Moses summoned all Israel and said to them: You have seen all that ה' did before your very eyes in the land of Egypt, to Pharaoh and to all his courtiers and to his whole country: (2) the wondrous feats that you saw with your own eyes, those prodigious signs and marvels. (3) Yet to this day ה' has not given you a mind to understand or eyes to see or ears to hear. (4) I led you through the wilderness forty years; the clothes on your back did not wear out, nor did the sandals on your feet;

(19) I call heaven and earth to witness against you this day: I have put before you life and death, blessing and curse. Choose life—if you and your offspring would live— (20) by loving your God ה', heeding God’s commands, and holding fast to [God]. For thereby you shall have life and shall long endure upon the soil that ה' swore to your fathers Abraham, Isaac, and Jacob, to give to them. (1) Moses went and spoke these things to all Israel. (2) He said to them: I am now one hundred and twenty years old, I can no longer be active. Moreover, ה' has said to me, “You shall not go across yonder Jordan.”

(7) Then Moses called Joshua and said to him in the sight of all Israel: “Be strong and resolute, for it is you who shall go with this people into the land that ה' swore to their fathers to give them, and it is you who shall apportion it to them. (8) And it is indeed ה' who will go before you. [God] will be with you—and will not fail you or forsake you. Fear not and be not dismayed!” (9) Moses wrote down this Teaching and gave it to the priests, sons of Levi, who carried the Ark of יהוה’s Covenant, and to all the elders of Israel. (10) And Moses instructed them as follows: Every seventh year, the year set for remission, at the Feast of Booths, (11) when all Israel comes to appear before your God ה' in the place that [God] will choose, you shall read this Teaching aloud in the presence of all Israel. (12) Gather the people—men, women, children, and the strangers in your communities—that they may hear and so learn to revere your God ה' and to observe faithfully every word of this Teaching. (13) Their children, too, who have not had the experience, shall hear and learn to revere your God ה' as long as they live in the land that you are about to cross the Jordan to possess. (14) ה' said to Moses: The time is drawing near for you to die. Call Joshua and present yourselves in the Tent of Meeting, that I may instruct him. Moses and Joshua went and presented themselves in the Tent of Meeting. (15) ה' appeared in the Tent, in a pillar of cloud, the pillar of cloud having come to rest at the entrance of the tent. (16) ה' said to Moses: You are soon to lie with your ancestors. This people will thereupon go astray after the alien gods in their midst, in the land that they are about to enter; they will forsake Me and break My covenant that I made with them.

(30) Then Moses recited the words of this poem to the very end, in the hearing of the whole congregation of Israel:
(1) Give ear, O heavens, let me speak;
Let the earth hear the words I utter!
(2) May my discourse come down as the rain,
My speech distill as the dew,
Like showers on young growth,
Like droplets on the grass.
(3) For the name of ה' I proclaim;

(44) Moses came, together with Hosea son of Nun, and recited all the words of this poem in the hearing of the people. (45) And when Moses finished reciting all these words to all Israel, (46) he said to them: Take to heart all the words with which I have warned you this day. Enjoin them upon your children, that they may observe faithfully all the terms of this Teaching. (47) For this is not a trifling thing for you: it is your very life; through it you shall long endure on the land that you are to possess upon crossing the Jordan. (48) That very day ה' spoke to Moses: (49) Ascend these heights of Abarim to Mount Nebo, which is in the land of Moab facing Jericho, and view the land of Canaan, which I am giving the Israelites as their holding. (50) You shall die on the mountain that you are about to ascend, and shall be gathered to your kin, as your brother Aaron died on Mount Hor and was gathered to his kin; (51) for you both broke faith with Me among the Israelite people, at the waters of Meribath-kadesh in the wilderness of Zin, by failing to uphold My sanctity among the Israelite people. (52) You may view the land from a distance, but you shall not enter it—the land that I am giving to the Israelite people. (1) This is the blessing with which Moses, God’s agent, bade the Israelites farewell before he died.

(24) And of Asher he said:
Most blessed of sons be Asher;
May he be the favorite of his brothers,
May he dip his foot in oil.

(כט) אַשְׁרֶ֨יךָ יִשְׂרָאֵ֜ל מִ֣י כָמ֗וֹךָ עַ֚ם נוֹשַׁ֣ע בַּה' מָגֵ֣ן עֶזְרֶ֔ךָ וַאֲשֶׁר־חֶ֖רֶב גַּאֲוָתֶ֑ךָ וְיִכָּחֲשׁ֤וּ אֹיְבֶ֙יךָ֙ לָ֔ךְ וְאַתָּ֖ה עַל־בָּמוֹתֵ֥ימוֹ תִדְרֹֽךְ׃ {ס}

(29) O happy Israel! Who is like you,
A people delivered by ה',
Your protecting Shield, your Sword triumphant!
Your enemies shall come cringing before you,
And you shall tread on their backs.

(10) Never again did there arise in Israel a prophet like Moses—whom ה' singled out, face to face, (11) for the various signs and portents that ה' sent him to display in the land of Egypt, against Pharaoh and all his courtiers and his whole country, (12) and for all the great might and awesome power that Moses displayed before all Israel.

Separation of the book according to R. Menachem Leibtag

Speech 1 Chaps. 1-4 Introductory speech
Speech 2 Chaps. 5-26 Main speech
Speech 3 Chaps. 27-28 Tochacha & Covenant
Speech 4 Chaps. 29-30 Teshuva

But there are two other moments, not speeches, but poetic wisdom:

Haazinu Chap. 32:1-32-43 (first person)
VeZot HaBrachah Chap. 33
(mostly third person)

With chapter 34, closure, the Sefer is neatly divided into seven sections.
