(א) במקום שיש כהנים הראוים לברך ב"כ ולא נהגו לברך אפי' פעם אחת בשנה ושאלתי ע"ז אם יש עבירה בדבר זה או אם יש לסמוך על ר' יעקב שאמר שאין הכהנים מצווים לברך אא"כ ישראל אומרים להם:
(ב) והשיבו אלו ואלו עוברין הם, ישראל שאין אומרים להם דומין שאין חוששין לברכת אביהם שבשמים וכהנים כשאין מברכין מעצמן ג"כ שהרי כתיב ואברכה מברכיך ומכלל הן אתה שומע לאו:
(1) Regarding a place in which there are priests fit to recite the priestly blessing, and they do not do so even once a year. I asked concerning this [in my dream], whether this is a transgression, or whether we can rely on the opinion of R. Yaakov, who said that the priests have no obligation to recite the blessing unless the people call on them to do so.
(2) They responded: Both these and these are sinners. The people, who do not call on the priests to bless them, seem like they do not care for the blessing of their Heavenly Father. And the same can be said for the priests, who do not recite the blessing on their own accord. For the Torah says "I will bless those who bless you" (Genesis 12:3) - this implies that the inverse is also true.
אָמַר רַבִּי יְהוֹשֻׁעַ בֶּן לֵוִי: מִנַּיִן שֶׁהַקָּדוֹשׁ בָּרוּךְ הוּא מִתְאַוֶּה לְבִרְכַּת כֹּהֲנִים — שֶׁנֶּאֱמַר: ״וְשָׂמוּ אֶת שְׁמִי עַל בְּנֵי יִשְׂרָאֵל וַאֲנִי אֲבָרְכֵם״. וְאָמַר רַבִּי יְהוֹשֻׁעַ בֶּן לֵוִי: כׇּל כֹּהֵן שֶׁמְּבָרֵךְ — מִתְבָּרֵךְ, וְשֶׁאֵינוֹ מְבָרֵךְ — אֵין מִתְבָּרֵךְ, שֶׁנֶּאֱמַר: ״וַאֲבָרְכָה מְבָרְכֶיךָ״. וְאָמַר רַבִּי יְהוֹשֻׁעַ בֶּן לֵוִי: כׇּל כֹּהֵן שֶׁאֵינוֹ עוֹלֶה לַדּוּכָן — עוֹבֵר בִּשְׁלֹשָׁה עֲשֵׂה: ״כֹּה תְבָרְכוּ״, ״אָמוֹר לָהֶם״, ״וְשָׂמוּ אֶת שְׁמִי״. רַב אָמַר: חוֹשְׁשִׁין שֶׁמָּא בֶּן גְּרוּשָׁה אוֹ בֶּן חֲלוּצָה הוּא. וְלָא פְּלִיגִי, הָא — דְּסָלֵיק לִפְרָקִים, הָא — דְּלָא סָלֵיק לִפְרָקִים.
כהן שהוא בבית הכנסת חייב לברך אבל לא כשהוא חוץ לבית הכנסת:

אין נשיאת כפים בפחות מי' והכהנים מן המנין כל כהן שאין בו אחד מן הדברים המעכבין צריך לישא כפיו ואם אינו נושא עובר בשלשה עשה כה תברכו אמור להם ושמו את שמי והוא שיהיה בב"ה כשקורא כהנים דכתיב אמור להם ומתרגמינן כד יימרון להון אבל אם אינו שם אינו עובר...
ומ"ש רבינו והוא שיהיה בב"ה כשקורא כהנים וכו' כ"כ הרא"ש בפ' הקורא את המגילה עומד וז"ל כל כהן שאינו עולה לדוכן עובר בג' עשה... ואם הוא בב"ה כשהחזן קורא כהנים ואינו עולה עובר ואם אינו בב"ה אינו עובר. וכ"כ ג"כ הר"ן שם וז"ל כל כהן שאין עולה לדוכן עובר בג' עשה דוקא כשקראו אותו הא לאו הכי לא מיחייב וכדמתרגמינן כד יימרון להון והיינו כשהוא בב"ה אבל כשהוא בחוץ אינו עובר... וכ"כ ג"כ סמ"ק ופי' הירושלמי דכשהיו חלשים היו נסתרים מאחורי העמודים או יוצאים לחוץ שלא יאמרו להם לברכם מפני שאז לא היו עוברים ע"כ וגם בסמ"ק כ' ואם אינו מברך עובר ודוקא כשאומרין לו בב"ה...
כתב האגור שנשאל מהר"י מולין למה אין הכהנים נושאים כפיהם בכל יום מאחר שהוא מצות עשה והשיב מפני שמנהג הכהנים לטבול קודם כמו שכתוב בהג"מ ובכל יום קשה להם לטבול בחורף ולכן עלה המנהג דוקא בי"ט וגם מטעם ביטול מלאכה וכשהכהן אינו נקרא אינו עובר עכ"ל...
וישר כחם של בני א"י וכל מלכות מצרים שנושאים כפיהם בכל יום!
ואני אומר... שבאלו הארצות שהכהנים והעם טרודין במחייתן בגלותן ואין להם לפרנס בני ביתם כי אם הלחם אשר ילקטו בזיעות אפם דבר יום ביומו והם טרודין למחייתן ואינם שרוים בשמחה ולכן איך נושאים כפיהם ביום שיש בו ביטול מלאכה לעם ואף בשבת אינן נושאים כפיהם מפני שטרודים במחשבתם והרהורים על מעשה ידיהם שעברו ושעתידים להיות וינוח גופם קצת מעמלם ואינם שרוים כל כך בשמחה כמו בי"ט שנאמר בו ושמחת בחגך ולכן נשתרבב המנהג שלא לישא כפים כי אם בי"ט כן נראה לי:
(ב) כל כהן שאין בו אחד מהדברים המעכבים אם אינו עולה לדוכן אע"פ שביטל מצות עשה אחת הרי זה כעובר בג' עשה אם היה בב"ה כשקורא כהנים או אם אמרו לו לעלות או ליטול ידיו:
(2) Any kohen who does not have one of the things that prevent [him from performing Birkat Kohanim] — if he does not ascend to the platform, even though he has [only] forfeited one positive commandment, it is as if he has violated three positive commandments if he was in the synagogue when they called "Kohanim" or if they told him to go up or to wash his hands.
