(ב) וַיְדַבֵּ֤ר מֹשֶׁה֙ אֶל־רָאשֵׁ֣י הַמַּטּ֔וֹת לִבְנֵ֥י יִשְׂרָאֵ֖ל לֵאמֹ֑ר זֶ֣ה הַדָּבָ֔ר אֲשֶׁ֖ר צִוָּ֥ה יְהֹוָֽה׃ (ג) אִישׁ֩ כִּֽי־יִדֹּ֨ר נֶ֜דֶר לַֽיהֹוָ֗ה אֽוֹ־הִשָּׁ֤בַע שְׁבֻעָה֙ לֶאְסֹ֤ר אִסָּר֙ עַל־נַפְשׁ֔וֹ לֹ֥א יַחֵ֖ל דְּבָר֑וֹ כְּכׇל־הַיֹּצֵ֥א מִפִּ֖יו יַעֲשֶֽׂה׃

(ד) וְאִשָּׁ֕ה כִּֽי־תִדֹּ֥ר נֶ֖דֶר לַיהֹוָ֑ה וְאָסְרָ֥ה אִסָּ֛ר בְּבֵ֥ית אָבִ֖יהָ בִּנְעֻרֶֽיהָ׃

(ה) וְשָׁמַ֨ע אָבִ֜יהָ אֶת־נִדְרָ֗הּ וֶֽאֱסָרָהּ֙ אֲשֶׁ֣ר אָֽסְרָ֣ה עַל־נַפְשָׁ֔הּ וְהֶחֱרִ֥ישׁ לָ֖הּ אָבִ֑יהָ וְקָ֙מוּ֙ כׇּל־נְדָרֶ֔יהָ וְכׇל־אִסָּ֛ר אֲשֶׁר־אָסְרָ֥ה עַל־נַפְשָׁ֖הּ יָקֽוּם׃

(ו) וְאִם־הֵנִ֨יא אָבִ֣יהָ אֹתָהּ֮ בְּי֣וֹם שׇׁמְעוֹ֒ כׇּל־נְדָרֶ֗יהָ וֶֽאֱסָרֶ֛יהָ אֲשֶׁר־אָסְרָ֥ה עַל־נַפְשָׁ֖הּ לֹ֣א יָק֑וּם וַֽיהֹוָה֙ יִֽסְלַח־לָ֔הּ כִּי־הֵנִ֥יא אָבִ֖יהָ אֹתָֽהּ׃

(ז) וְאִם־הָי֤וֹ תִֽהְיֶה֙ לְאִ֔ישׁ וּנְדָרֶ֖יהָ עָלֶ֑יהָ א֚וֹ מִבְטָ֣א שְׂפָתֶ֔יהָ אֲשֶׁ֥ר אָסְרָ֖ה עַל־נַפְשָֽׁהּ׃ (ח) וְשָׁמַ֥ע אִישָׁ֛הּ בְּי֥וֹם שׇׁמְע֖וֹ וְהֶחֱרִ֣ישׁ לָ֑הּ וְקָ֣מוּ נְדָרֶ֗יהָ וֶֽאֱסָרֶ֛הָ אֲשֶׁר־אָסְרָ֥ה עַל־נַפְשָׁ֖הּ יָקֻֽמוּ׃

(ט) וְ֠אִ֠ם בְּי֨וֹם שְׁמֹ֣עַ אִישָׁהּ֮ יָנִ֣יא אוֹתָהּ֒ וְהֵפֵ֗ר אֶת־נִדְרָהּ֙ אֲשֶׁ֣ר עָלֶ֔יהָ וְאֵת֙ מִבְטָ֣א שְׂפָתֶ֔יהָ אֲשֶׁ֥ר אָסְרָ֖ה עַל־נַפְשָׁ֑הּ וַיהֹוָ֖ה יִֽסְלַֽח־לָֽהּ׃

VO(2) Moses spoke to the heads of the Israelite tribes, saying: This is what יהוה has commanded:

(3) If a householder makes a vow to יהוה or takes an oath imposing an obligation on himself, he shall not break his pledge; he must carry out all that has crossed his lips. (4) If a woman makes a vow to יהוה or assumes an obligation while still in her father’s household by reason of her youth,

(5) and her father learns of her vow or her self-imposed obligation and offers no objection, all her vows shall stand and every self-imposed obligation shall stand.

(6) But if her father restrains her on the day he finds out, none of her vows or self-imposed obligations shall stand; and יהוה will forgive her, since her father restrained her.

(7) If she should become someone’s [wife] while her vow or the commitment to which she bound herself is still in force,

(8) and her husband learns of it and offers no objection on the day he finds out, her vows shall stand and her self-imposed obligations shall stand.

(9) But if her husband restrains her on the day that he learns of it, he thereby annuls her vow which was in force or the commitment to which she bound herself; and יהוה will forgive her.—

What's love got to do with it?

What often bothers modern readers are the restrictions placed upon women's vows, compared to a man's.

There are three types of "vows" mentioned in verse three, (highlighted above in purple) that a man is obligated to fulfill once the words leave his lips: a נדר neder vow or offering: , oath ועשב shevua & אסר issar which is a binding obligation of self restriction. The differences between them can be subtle. The father of an 11 or 12 year old girl in her father's house can nullify a neder or assur. The same is true of a woman who enters a marriage (or possibly an engagement/ erusin with an obligation upon her. He can nullify a neder or assur on the day he hears it. (see yellow highlights)

BUT not a shevua! I have searched in vain as for why the Shevua is not included in the types of women's vows which can be nullified. Is it possible that women cannot make a Shevua? Clearly this is not the case, see verse 11 below. One point worth of note, is that Torah points to G*d directly taking the trouble to grant forgiveness for a woman's vow that has been annulled.

A hyperlink to a thrice repeated verse in song of songs provides a possible answer. "Swear to me", it adjures, using the root of shevua! by the glory or gazelles of the field, not to arouse love until it pleases. These are vows of love and not to love, taken by women, taking an oath on nature's elements. Vows of love cannot be annulled. I find healing in this connection of love and women's vows. Love is a healing force, in nature in Torah, and in human relationships.

(ה) הִשְׁבַּ֨עְתִּי אֶתְכֶ֜ם בְּנ֤וֹת יְרוּשָׁלַ֙͏ִם֙ בִּצְבָא֔וֹת א֖וֹ בְּאַיְל֣וֹת הַשָּׂדֶ֑ה אִם־תָּעִ֧ירוּ ׀ וְֽאִם־תְּע֥וֹרְר֛וּ אֶת־הָאַהֲבָ֖ה עַ֥ד שֶׁתֶּחְפָּֽץ׃ {ס}

(5) Swear to me, O maidens of Jerusalem,
By glory or by the gazelles of the field:
Do not arouse, yes arouse
Love until it pleases!

(י) וְנֵ֥דֶר אַלְמָנָ֖ה וּגְרוּשָׁ֑ה כֹּ֛ל אֲשֶׁר־אָסְרָ֥ה עַל־נַפְשָׁ֖הּ יָק֥וּם עָלֶֽיהָ׃
(10) The vow of a widow or of a divorced woman, however, whatever she has imposed on herself, shall be binding upon her.—

(יא) וְאִם־בֵּ֥ית אִישָׁ֖הּ נָדָ֑רָה אֽוֹ־אָסְרָ֥ה אִסָּ֛ר עַל־נַפְשָׁ֖הּ בִּשְׁבֻעָֽה׃

(11) So, too, if, while in her husband’s household, she makes a vow or imposes an obligation on herself by oath,
