What is "Deuteronomy" Anyway?

Deuteronomy, Hebrew Devarim, (“Words”), fifth book of the Old Testament, written in the form of a farewell address by Moses to the Israelites before they entered the Promised Land of Canaan. The speeches that constitute this address recall Israel’s past, reiterate laws that Moses had communicated to the people at Horeb (Sinai), and emphasize that observance of these laws is essential for the well-being of the people in the land they are about to possess. The title Deuteronomy, derived from Greek, thus means a “copy,” or a “repetition,” of the law rather than “second law,” as the word’s etymology seems to suggest.

(9) Thereupon I said to you, “I cannot bear the burden of you by myself. (10) Your God יהוה has multiplied you until you are today as numerous as the stars in the sky.— (11) May יהוה, the God of your ancestors, increase your numbers a thousandfold, and bless you as promised.— (12) How can I bear unaided the trouble of you, and the burden, and the bickering! (13) Pick from each of your tribes candidates who are wise, discerning, and experienced, and I will appoint them as your heads.” (14) You answered me and said, “What you propose to do is good.” (15) So I took your tribal leaders, wise and experienced men, and appointed them heads over you: chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens, and officials for your tribes. (16) I charged your magistrates at that time as follows, “Hear out your fellow Israelites, and decide justly between one party and the other—be it a fellow Israelite or a stranger. (17) You shall not be partial in judgment: hear out low and high alike. Fear neither party, for judgment is God’s. And any matter that is too difficult for you, you shall bring to me and I will hear it.” (18) Thus I instructed you, at that time, about the various things that you should do.

(14) But when Moses’ father-in-law saw how much he had to do for the people, he said, “What is this thing that you are doing to the people? Why do you act alone, while all the people stand about you from morning until evening?” (15) Moses replied to his father-in-law, “It is because the people come to me to inquire of God. (16) When they have a dispute, it comes before me, and I decide between one party and another, and I make known the laws and teachings of God.” (17) But Moses’ father-in-law said to him, “The thing you are doing is not right; (18) you will surely wear yourself out, and these people as well. For the task is too heavy for you; you cannot do it alone. (19) Now listen to me. I will give you counsel, and God be with you! You represent the people before God: you bring the disputes before God, (20) and enjoin upon them the laws and the teachings, and make known to them the way they are to go and the practices they are to follow. (21) You shall also seek out, from among all the people, capable individuals who fear God—trustworthy ones who spurn ill-gotten gain. Set these over them as chiefs of thousands, hundreds, fifties, and tens, and (22) let them judge the people at all times. Have them bring every major dispute to you, but let them decide every minor dispute themselves. Make it easier for yourself by letting them share the burden with you. (23) If you do this—and God so commands you—you will be able to bear up; and all these people too will go home unwearied.” (24) Moses heeded his father-in-law and did just as he had said. (25) Moses chose capable individuals out of all Israel, and appointed them heads over the people—chiefs of thousands, hundreds, fifties, and tens; (26) and they judged the people at all times: the difficult matters they would bring to Moses, and all the minor matters they would decide themselves.

(19) We set out from Horeb and traveled the great and terrible wilderness that you saw, along the road to the hill country of the Amorites, as our God יהוה had commanded us. When we reached Kadesh-barnea, (20) I said to you, “You have come to the hill country of the Amorites which our God יהוה is giving to us. (21) See, your God יהוה has placed the land at your disposal. Go up, take possession, as יהוה, the God of your fathers, promised you. Fear not and be not dismayed.” (22) Then all of you came to me and said, “Let us send agents ahead to reconnoiter the land for us and bring back word on the route we shall follow and the cities we shall come to.” (23) I approved of the plan, and so I selected from among you twelve participants, one representative from each tribe. (24) They made for the hill country, came to the wadi Eshcol, and spied it out. (25) They took some of the fruit of the land with them and brought it down to us. And they gave us this report: “It is a good land that our God יהוה is giving to us.” (26) Yet you refused to go up, and flouted the command of your God יהוה. (27) You sulked in your tents and said, “It is out of hatred for us that יהוה brought us out of the land of Egypt, to hand us over to the Amorites to wipe us out.
(א) וַיְדַבֵּ֥ר יְהֹוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃ (ב) שְׁלַח־לְךָ֣ אֲנָשִׁ֗ים וְיָתֻ֙רוּ֙ אֶת־אֶ֣רֶץ כְּנַ֔עַן אֲשֶׁר־אֲנִ֥י נֹתֵ֖ן לִבְנֵ֣י יִשְׂרָאֵ֑ל אִ֣ישׁ אֶחָד֩ אִ֨ישׁ אֶחָ֜ד לְמַטֵּ֤ה אֲבֹתָיו֙ תִּשְׁלָ֔חוּ כֹּ֖ל נָשִׂ֥יא בָהֶֽם׃ (ג) וַיִּשְׁלַ֨ח אֹתָ֥ם מֹשֶׁ֛ה מִמִּדְבַּ֥ר פָּארָ֖ן עַל־פִּ֣י יְהֹוָ֑ה כֻּלָּ֣ם אֲנָשִׁ֔ים רָאשֵׁ֥י בְנֵֽי־יִשְׂרָאֵ֖ל הֵֽמָּה׃
(1) יהוה spoke to Moses, saying, (2) “Send agents to scout the land of Canaan, which I am giving to the Israelite people; send one participant from each of their ancestral tribes, each one a chieftain among them.” (3) So Moses, by יהוה’s command, sent them out from the wilderness of Paran, all of them being men of consequence, leaders of the Israelites.

(17) When Moses sent them to scout the land of Canaan, he said to them, “Go up there into the Negeb and on into the hill country, (18) and see what kind of country it is. Are the people who dwell in it strong or weak, few or many? (19) Is the country in which they dwell good or bad? Are the towns they live in open or fortified? (20) Is the soil rich or poor? Is it wooded or not? And take pains to bring back some of the fruit of the land.”—Now it happened to be the season of the first ripe grapes. (21) They went up and scouted the land, from the wilderness of Zin to Rehob, at Lebo-hamath. (22) They went up into the Negeb and came to Hebron, where lived Ahiman, Sheshai, and Talmai, the Anakites.—Now Hebron was founded seven years before Zoan of Egypt.— (23) They reached the wadi Eshcol, and there they cut down a branch with a single cluster of grapes—it had to be borne on a carrying frame by two of them—and some pomegranates and figs. (24) That place was named the wadi Eshcol because of the cluster that the Israelites cut down there. (25) At the end of forty days they returned from scouting the land. (26) They went straight to Moses and Aaron and the whole Israelite community at Kadesh in the wilderness of Paran, and they made their report to them and to the whole community, as they showed them the fruit of the land. (27) This is what they told him: “We came to the land you sent us to; it does indeed flow with milk and honey, and this is its fruit. (28) However, the people who inhabit the country are powerful, and the cities are fortified and very large; moreover, we saw the Anakites there. (29) Amalekites dwell in the Negeb region; Hittites, Jebusites, and Amorites inhabit the hill country; and Canaanites dwell by the Sea and along the Jordan.” (30) Caleb hushed the people before Moses and said, “Let us by all means go up, and we shall gain possession of it, for we shall surely overcome it.” (31) But the other men who had gone up with him said, “We cannot attack that people, for it is stronger than we.” (32) Thus they spread calumnies among the Israelites about the land they had scouted, saying, “The country that we traversed and scouted is one that devours its settlers. All the people that we saw in it are of great size; (33) we saw the Nephilim there—the Anakites are part of the Nephilim—and we looked like grasshoppers to ourselves, and so we must have looked to them.”

(34) יהוה heard your loud complaint and, becoming angry, vowed: (35) Not one of those involved, this evil generation, shall see the good land that I swore to give to your fathers— (36) none except Caleb son of Jephunneh; he shall see it, and to him and his descendants will I give the land on which he set foot, because he remained loyal to יהוה.— (37) Because of you יהוה was incensed with me too, saying: You shall not enter it either.

(1) The Israelites arrived in a body at the wilderness of Zin on the first new moon, and the people stayed at Kadesh. Miriam died there and was buried there. (2) The community was without water, and they joined against Moses and Aaron. (3) The people quarreled with Moses, saying, “If only we had perished when our brothers perished at the instance of יהוה ! (4) Why have you brought יהוה’s congregation into this wilderness for us and our beasts to die there? (5) Why did you make us leave Egypt to bring us to this wretched place, a place with no grain or figs or vines or pomegranates? There is not even water to drink!” (6) Moses and Aaron came away from the congregation to the entrance of the Tent of Meeting, and fell on their faces. The Presence of יהוה appeared to them, (7) and יהוה spoke to Moses, saying, (8) “You and your brother Aaron take the rod and assemble the community, and before their very eyes order the rock to yield its water. Thus you shall produce water for them from the rock and provide drink for the congregation and their beasts.” (9) Moses took the rod from before יהוה, as he had been commanded. (10) Moses and Aaron assembled the congregation in front of the rock; and he said to them, “Listen, you rebels, shall we get water for you out of this rock?” (11) And Moses raised his hand and struck the rock twice with his rod. Out came copious water, and the community and their beasts drank. (12) But יהוה said to Moses and Aaron, “Because you did not trust Me enough to affirm My sanctity in the sight of the Israelite people, therefore you shall not lead this congregation into the land that I have given them.”
