​​​​​​​The Talmud is Wrong

תַּנְיָא, רַבִּי אֱלִיעֶזֶר הַגָּדוֹל אוֹמֵר: ... הִזְהִירָה תּוֹרָה בִּשְׁלֹשִׁים וְשִׁשָּׁה מְקוֹמוֹת, וְאָמְרִי לַהּ: בְּאַרְבָּעִים וְשִׁשָּׁה מְקוֹמוֹת, בְּגֵר...

It is taught in a baraita that Rabbi Eliezer the Great says: ... the Torah issue[d] warnings in thirty-six places, and some say in forty-six places, with regard to causing any distress to a stranger...

With all due respect to the Talmud, there are only 10 places in the Bible where we are told not to oppress the stranger:

Exodus 22:20, 23:9, Lev. 19:33, 19:34, Deut. 10:19, 24:17, 27:19, Jeremiah 7:6, 22:3, Zechariah 7:10,

And I'm not the only one confused by this

ואמרי לה במ"ו. ואם תאמר היכא אשכחן הנהו מ"ו מקומות הא לעיל לא מצינא לאשכוחי אלא שלשה לאוין. ויש לומר דחשיב כל המקומות שהוזכרו בגר כמו גרים הייתם וכמו ואהבת את הגר וכיוצא בו. תלמיד הר"פ ז"ל.
וכתב הראב"ד ז"ל וזה לשונה נראה לי דכל היכא דכתיב בהם בגר או כגר וכאזרח וכיוצא בו קרי ליה הזהרה. אבל כמדומה לי שאין החשבון מכוון לא לל"ו ולא למ"ו והמחלוקת שיש בין החשבונות הללו מפני שזה מחשב כל המקומות שנזכר בו הגר וזה אינו מחשב אותם המקומות שנזכר בהם בתורה עני ויתום ואלמנה. עד כאן.

And some say in 46 places: If you would say, "Where do we find these 46 places? Do we not find above only 3 negative commandments?" One could say that Rabbi Eliezer counted all the places where "stranger" is mentioned, such as "you were stragers" and "you shall love the stranger" etc. Thus taught the RaP (R. Perez ben Elijah of Corbeil). But the RAVaD (R. Abraham ben David) wrote: "It seems to me that every place Scripture mentions 'a stranger' or 'as a stranger' or 'as a citizen' etc. - he counts as a mention. But it appears to me that the count is only 36 and not 46, and the disagreement between these counts is due to the fact that one considers all the places where a stranger is mentioned, while the other excludes these same places in Torah where 'poor,' 'orphan,' and 'widow' are [also] mentioned."

Nonetheless, there is truth in the value of including "strangers"

(י) וַיְצַ֥ו מֹשֶׁ֖ה אוֹתָ֣ם לֵאמֹ֑ר מִקֵּ֣ץ ׀ שֶׁ֣בַע שָׁנִ֗ים בְּמֹעֵ֛ד שְׁנַ֥ת הַשְּׁמִטָּ֖ה בְּחַ֥ג הַסֻּכּֽוֹת׃ (יא) בְּב֣וֹא כׇל־יִשְׂרָאֵ֗ל לֵֽרָאוֹת֙ אֶת־פְּנֵי֙ יְהֹוָ֣ה אֱלֹהֶ֔יךָ בַּמָּק֖וֹם אֲשֶׁ֣ר יִבְחָ֑ר תִּקְרָ֞א אֶת־הַתּוֹרָ֥ה הַזֹּ֛את נֶ֥גֶד כׇּל־יִשְׂרָאֵ֖ל בְּאׇזְנֵיהֶֽם׃ (יב) הַקְהֵ֣ל אֶת־הָעָ֗ם הָֽאֲנָשִׁ֤ים וְהַנָּשִׁים֙ וְהַטַּ֔ף וְגֵרְךָ֖ אֲשֶׁ֣ר בִּשְׁעָרֶ֑יךָ לְמַ֨עַן יִשְׁמְע֜וּ וּלְמַ֣עַן יִלְמְד֗וּ וְיָֽרְאוּ֙ אֶת־יְהֹוָ֣ה אֱלֹהֵיכֶ֔ם וְשָֽׁמְר֣וּ לַעֲשׂ֔וֹת אֶת־כׇּל־דִּבְרֵ֖י הַתּוֹרָ֥ה הַזֹּֽאת׃ (יג) וּבְנֵיהֶ֞ם אֲשֶׁ֣ר לֹא־יָדְע֗וּ יִשְׁמְעוּ֙ וְלָ֣מְד֔וּ לְיִרְאָ֖ה אֶת־יְהֹוָ֣ה אֱלֹהֵיכֶ֑ם כׇּל־הַיָּמִ֗ים אֲשֶׁ֨ר אַתֶּ֤ם חַיִּים֙ עַל־הָ֣אֲדָמָ֔ה אֲשֶׁ֨ר אַתֶּ֜ם עֹבְרִ֧ים אֶת־הַיַּרְדֵּ֛ן שָׁ֖מָּה לְרִשְׁתָּֽהּ׃ {פ}

(10) And Moses instructed them as follows: Every seventh year, the year set for remission, at the Feast of Booths, (11) when all Israel comes to appear before your God יהוה in the place that [God] will choose, you shall read this Teaching aloud in the presence of all Israel. (12) Gather the people—men, women, children, and the strangers in your communities—that they may hear and so learn to revere your God יהוה and to observe faithfully every word of this Teaching. (13) Their children, too, who have not had the experience, shall hear and learn to revere your God יהוה as long as they live in the land that you are about to cross the Jordan to possess.

This is from Parashat Vayeilech, near the end of Deuteronomy. Moses has written down his instructions to the Israelites, and wants to make sure that everybody hears them in the future at least once every seven years. "Everybody" includes "the strangers in your community".
