With regard to "Next Year in Jerusalem," he wrote, "That prayer has begun to be answered. In Israel, Jews have recovered sovereignty and reentered the mainstream of history. In the Diaspora, wherever they live in pluralist, liberal democracies, they have both a vote and a voice. Inescapably, after a lapse of eighteen centuries, Jews have reentered the political arena. They can do so in two ways: by defending Jewish interests or by articulating Judaic principles."

(1) יהוה said to Abram, “Go forth from your native land and from your father’s house to the land that I will show you. Abram was seventy-five years old when he left Haran. (5) Abram took his wife Sarai and his brother’s son Lot, and all the wealth that they had amassed, and the persons that they had acquired in Haran; and they set out for the land of Canaan. When they arrived in the land of Canaan, (6) Abram passed through the land as far as the site of Shechem, at the terebinth of Moreh. The Canaanites were then in the land. (7) יהוה appeared to Abram and said, “I will assign this land to your offspring.” And he built an altar there to יהוה who had appeared to him.
אָמַר רַבִּי יִצְחָק: אֵין מַעֲמִידִין פַּרְנָס עַל הַצִּבּוּר אֶלָּא אִם כֵּן נִמְלָכִים בַּצִּבּוּר, שֶׁנֶּאֱמַר: ״רְאוּ קָרָא ה׳ בְּשֵׁם בְּצַלְאֵל״, אָמַר לוֹ הַקָּדוֹשׁ בָּרוּךְ הוּא לְמֹשֶׁה: מֹשֶׁה, הָגוּן עָלֶיךָ בְּצַלְאֵל? אָמַר לוֹ: רִבּוֹנוֹ שֶׁל עוֹלָם, אִם לְפָנֶיךָ הָגוּן — לְפָנַי לֹא כׇּל שֶׁכֵּן! אָמַר לוֹ: אַף עַל פִּי כֵן, לֵךְ אֱמוֹר לָהֶם. הָלַךְ וְאָמַר לָהֶם לְיִשְׂרָאֵל: הָגוּן עֲלֵיכֶם בְּצַלְאֵל? אָמְרוּ לוֹ: אִם לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא וּלְפָנֶיךָ הוּא הָגוּן, לְפָנֵינוּ לֹא כׇּל שֶׁכֵּן!
With regard to Bezalel’s appointment, Rabbi Yitzḥak said: One may only appoint a leader over a community if he consults with the community and they agree to the appointment, as it is stated: “And Moses said unto the children of Israel: See, the Lord has called by name Bezalel, son of Uri, son of Hur, of the tribe of Judah” (Exodus 35:30). The Lord said to Moses: Moses, is Bezalel a suitable appointment in your eyes? Moses said to Him: Master of the universe, if he is a suitable appointment in Your eyes, then all the more so in my eyes. The Holy One, Blessed be He, said to him: Nevertheless, go and tell Israel and ask their opinion. Moses went and said to Israel: Is Bezalel suitable in your eyes? They said to him: If he is suitable in the eyes of the Holy One, Blessed be He, and in your eyes, all the more so he is suitable in our eyes.

(14) If, after you have entered the land that your God יהוה has assigned to you, and taken possession of it and settled in it, you decide, “I will set a king over me, as do all the nations about me,”

Alternatively, just as in the case of fish of the sea, any fish that is bigger than another swallows the other, so too in the case of people, were it not for the fear of the ruling government, anyone who is bigger than another would swallow the other. And this is as we learned in a mishna (Avot 3:2) that Rabbi Ḥanina, the deputy High Priest, says: One should pray for the continued welfare of the government, as were it not for the fear of the government, every man would swallow his neighbor alive.
אֲמַר לֵיהּ אַבָּיֵי לְרַב יוֹסֵף: מִי אָמַר שְׁמוּאֵל הָכִי?! וְהָאָמַר שְׁמוּאֵל: דִּינָא דְמַלְכוּתָא דִּינָא; וּמַלְכָּא אָמַר: לָא לִיקְנֵי אַרְעָא אֶלָּא בְּאִיגַּרְתָּא! אֲמַר לֵיהּ: אֲנָא לָא יָדַעְנָא; עוֹבָדָא הֲוָה בְּדוּרָא דְרָעֲוָתָא, בְּיִשְׂרָאֵל דִּזְבַן אַרְעָא מִגּוֹי, וַאֲתָא יִשְׂרָאֵל אַחֲרִינָא רָפֵיק בָּהּ פּוּרְתָּא; אֲתָא לְקַמֵּיהּ דְּרַב יְהוּדָה, אוֹקְמַהּ בִּידָא דְּשֵׁנִי.
(19) However, a king of Israel was permitted, with the consent of the Sanhedrin, to wage a (non-defensive) war, even though many would die as a result (Shevuot 35b). He was permitted to execute a non-judicial death sentence against individuals on public policy grounds (letaken ha’olam kefi ma shehashaa tzerikha). In politics, as opposed to morality, the sanctity of life is a high value but not the only one. What matters are consequences. A ruler or government must act in the long-term interests of the people. That is why, though some will die as a result, governments are now gradually easing the lockdown provisions once the rate of infection falls, to relieve distress, ease the economic burden, and restore suspended civil liberties.
