ומסתברא כמ"ד אני את דכא שהרי הקב"ה הניח כל הרים וגבעות והשרה שכינתו על הר סיני ולא גבה הר סיני למעלה

The Gemara comments on this: And it stands to reason that the meaning of the verse is like the one who says: I am with the contrite person, as the Holy One, Blessed be He, disregarded all of the mountains and hills, and rested His Divine Presence on the lowly Mount Sinai, and He did not choose to raise Mount Sinai up toward Him. God chose to give the Torah on Mount Sinai, as it was a symbol of humility due to its lack of height, and He lowered His Divine Presence, as it were, to the mountain.
(ג) וְהָאִ֥ישׁ מֹשֶׁ֖ה ענו [עָנָ֣יו] מְאֹ֑ד מִכֹּל֙ הָֽאָדָ֔ם אֲשֶׁ֖ר עַל־פְּנֵ֥י הָאֲדָמָֽה׃ (ס)
(3) Now Moses was a very humble man, more so than any other man on earth.
(כז) וַיַּ֥עַן אַבְרָהָ֖ם וַיֹּאמַ֑ר הִנֵּה־נָ֤א הוֹאַ֙לְתִּי֙ לְדַבֵּ֣ר אֶל־אֲדֹנָ֔י וְאָנֹכִ֖י עָפָ֥ר וָאֵֽפֶר׃
(27) Abraham spoke up, saying, “Here I venture to speak to my Lord, I who am but dust and ashes:
(כב) וַיִּשְׁאֲלוּ־עוֹד֙ בַּֽיהוָ֔ה הֲבָ֥א ע֖וֹד הֲלֹ֣ם אִ֑ישׁ (ס) וַיֹּ֣אמֶר יְהוָ֔ה הִנֵּה־ה֥וּא נֶחְבָּ֖א אֶל־הַכֵּלִֽים׃
(22) They inquired of the LORD again, “Has anyone else come here?” And the LORD replied, “Yes; he is hiding among the baggage.”
(כ) לְבִלְתִּ֤י רוּם־לְבָבוֹ֙ מֵֽאֶחָ֔יו וּלְבִלְתִּ֛י ס֥וּר מִן־הַמִּצְוָ֖ה יָמִ֣ין וּשְׂמֹ֑אול לְמַעַן֩ יַאֲרִ֨יךְ יָמִ֧ים עַל־מַמְלַכְתּ֛וֹ ה֥וּא וּבָנָ֖יו בְּקֶ֥רֶב יִשְׂרָאֵֽל׃ (ס)
(20) Thus he will not act haughtily toward his fellows or deviate from the Instruction to the right or to the left, to the end that he and his descendants may reign long in the midst of Israel.
חֲמֹל עַל מַעֲשֶֽׂיךָ וְתִשְׂמַח בְּמַעֲשֶֽׂיךָ. וְיֹאמְרוּ לְךָ חוֹסֶֽיךָ בְּצַדֶּקְךָ עֲמוּסֶֽיךָ תֻּקְדַּשׁ אָדוֹן עַל כָּל מַעֲשֶֽׂיךָ: כִּי מַקְדִּישֶֽׁיךָ בִּקְדֻשָּׁתְךָ קִדַּֽשְׁתָּ. נָאֶה לְקָדוֹשׁ פְּאֵר מִקְּדוֹשִׁים:
Have compassion upon Your works, and rejoice in Your works; and let those who trust in You say— when You justify those borne by You— “Be sanctified, [our] Master over all Your works.” For those who sanctify You are themselves hallowed in Your holiness; becoming to the Holy One is the glory of those who are holy.
