(1) When all these things befall you—the blessing and the curse that I have set before you—and you take them to heart amidst the various nations to which the LORD your God has banished you, (2) and you return to the LORD your God, and you and your children heed His command with all your heart and soul, just as I enjoin upon you this day, (3) then the LORD your God will restore your fortunes and take you back in love. He will bring you together again from all the peoples where the LORD your God has scattered you. (4) Even if your outcasts are at the ends of the world, from there the LORD your God will gather you, from there He will fetch you. (5) And the LORD your God will bring you to the land that your fathers possessed, and you shall possess it; and He will make you more prosperous and more numerous than your fathers. (6) Then the LORD your God will open up your heart and the hearts of your offspring to love the LORD your God with all your heart and soul, in order that you may live. (7) The LORD your God will inflict all those curses upon the enemies and foes who persecuted you. (8) You, however, will again heed the LORD and obey all His commandments that I enjoin upon you this day. (9) And the LORD your God will grant you abounding prosperity in all your undertakings, in the issue of your womb, the offspring of your cattle, and the produce of your soil. For the LORD will again delight in your well-being, as He did in that of your fathers, (10) since you will be heeding the LORD your God and keeping His commandments and laws that are recorded in this book of the Teaching—once you return to the LORD your God with all your heart and soul.
(ה) כָּל הַנְּבִיאִים כֻּלָּן צִוּוּ עַל הַתְּשׁוּבָה וְאֵין יִשְׂרָאֵל נִגְאָלִין אֶלָּא בִּתְשׁוּבָה. וּכְבָר הִבְטִיחָה תּוֹרָה שֶׁסּוֹף יִשְׂרָאֵל לַעֲשׂוֹת תְּשׁוּבָה בְּסוֹף גָּלוּתָן וּמִיָּד הֵן נִגְאָלִין שֶׁנֶּאֱמַר (דברים ל א) "וְהָיָה כִי יָבֹאוּ עָלֶיךָ כָּל הַדְּבָרִים" וְגוֹ' (דברים ל ב) "וְשַׁבְתָּ עַד ה' אֱלֹהֶיךָ" (דברים ל ג) "וְשָׁב ה' אֱלֹהֶיךָ" וְגוֹ':
(5) All the prophets, all of them commanded [the nation] to repent, and Israel will only be redeemed through Teshuva. The Torah has already promised that, in the end, Israel will do Teshuva, and immediately they will be redeemed. As it is says: "And it shall come to pass, when all these things..."; "and shalt return unto the LORD thy God".
אמר רב כלו כל הקיצין ואין הדבר תלוי אלא בתשובה ומעשים טובים ושמואל אמר דיו לאבל שיעמוד באבלו כתנאי ר' אליעזר אומר אם ישראל עושין תשובה נגאלין ואם לאו אין נגאלין אמר ליה רבי יהושע אם אין עושין תשובה אין נגאלין אלא הקב"ה מעמיד להן מלך שגזרותיו קשות כהמן וישראל עושין תשובה ומחזירן למוטב
Rav says: All the ends of days that were calculated passed, and the matter depends only upon repentance and good deeds. When the Jewish people repent, they will be redeemed. And Shmuel says: It is sufficient for the mourner to endure in his mourning to bring about the coming of the Messiah. Even without repentance, they will be worthy of redemption due to the suffering they endured during the exile. The Gemara notes: This dispute is parallel to a dispute between tanna’im: Rabbi Eliezer says: If the Jewish people repent they are redeemed, and if not they are not redeemed. Rabbi Yehoshua said to him: If they do not repent, will they not be redeemed at all? Rather, the Holy One, Blessed be He, will establish a king for them whose decrees are as harsh as those issued by Haman, and the Jewish people will have no choice but to repent, and this will restore them to the right path.
רבי ליעזר אומר אם אין ישראל עושין תשובה אין נגאלין לעולם שנאמר (ישעיהו ל) בשובה ונחת תושעון אמר לו רבי יהושע וכי אם יעמדו ישראל ולא יעשו תשובה אינן נגאלין לעולם אמר לו ר"א הקב"ה מעמיד עליהן מלך קשה כהמן ומיד הן עושין תשובה והן נגאלין
Rabbi Eliezer says: If the Jewish people repent they are redeemed, and if not they are not redeemed. Rabbi Yehoshua said to him: If they do not repent, will they not be redeemed at all? (כא) הֲשִׁיבֵנוּ ה' אֵלֶיךָ וְנָשׁוּבָה, אָמְרָה כְּנֶסֶת יִשְׂרָאֵל לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא רִבּוֹנוֹ שֶׁל עוֹלָם שֶׁלְךָ הוּא הֲשִׁיבֵנוּ. אָמַר לָהֶם שֶׁלָּכֶם הוּא, שֶׁנֶּאֱמַר (מלאכי ג, ז): שׁוּבוּ אֵלַי וְאָשׁוּבָה אֲלֵיכֶם, נְאֻם ה', אָמְרָה לְפָנָיו רִבּוֹנוֹ שֶׁל עוֹלָם שֶׁלְךָ הוּא, שֶׁנֶּאֱמַר (תהלים פה, ה): שׁוּבֵנוּ אֱלֹהֵי יִשְׁעֵנוּ, לְכָךְ נֶאֱמַר: הֲשִׁיבֵנוּ ה' אֵלֶיךָ וְנָשׁוּבָה.
"Return to us Hashem and we will return" the congregation of Israel says to Hakadosh Baruch Hu: Master of the Universe, it's up to you, 'hasheveinu'.
Hashem responds, it's up to you as it says "Return to Me and I will return to you."
